`notify' now uses a file lock to enable concurrent invocations.  At
the moment, locking granularity is far larger than it needs to be.

`notify' now accepts an optional argument which can limit the triggers
invoked to a particular archive, category, branch, or version.

`changelog': format the version-spec line of `non-tag' ChangeLogs
properly.  This bug temporarilly made it impossible to check out some
old revisions of, for example, `arch--lord--1.0'.

`library-add' takes an "--ignore-extra-args" flag which makes it
useful as an action invoked by `notify' for new revisions.
